Peppol vs SEF
SEF (Sistem elektronskih faktura) is Serbia's mandatory central platform for domestic B2G and B2B invoices in Serbian UBL. Peppol is the international network Serbian exporters use for EU customers under European mandates. Bridging providers connect the two.
| SEF | Peppol | |
|---|---|---|
| Scope | Serbian domestic B2G + B2B | international exchange |
| Operator | Ministry of Finance | certified provider network |
| Format | Serbian UBL 2.1 | Peppol BIS / EN 16931 |
| Penalties | fines for invoicing outside SEF | n/a (market-driven) |
With Belgium, Germany and Romania mandating structured invoices, Serbian exporters increasingly need Peppol on top of SEF — and EU accession will pull the systems closer over time. See the Serbia country guide.
